🚨 SHENANDOAH COUNTY — EXPLOSIVE FOIA FINDING The April 30, 2025 letter everyone thought was Brian Otis emailing Takanock's engineers? It wasn't from Otis at all. FOIA documents released June 30, 2026 reveal it was a DEMAND LETTER from Takanock's own private attorney — Thomas Moore Lawson (of counsel, Williams Mullen, Winchester VA) — written TO Planning Director Otis. What did Lawson tell him? That his April 8 zoning letter "could cause a reader to believe that this data center could be adversely affected as a result of the subsequently enacted zoning ordinance amendment." In plain English: Takanock's lawyer told the planning director his letter wasn't strong enough to protect them from the new Special Use Permit requirement coming July 1, 2025 — and told him to rewrite it. Otis issued the May 1 vesting letter THE NEXT DAY. CC'd directly to Lawson. That May 1 letter — written at a private attorney's instruction, citing the WRONG STATUTE (§ 15.2-2261 covers subdivision plats, not site plans), issued 61 days before data centers were legally by-right — is the ENTIRE legal foundation for Project Tallmadge claiming it doesn't need a Special Use Permit. Four independent grounds of invalidity. All in government documents. All now confirmed. 📁 Sources: Town of Strasburg FOIA documents released June 30, 2026 (Mellanie Shipe, Town Manager). All documents are public records. Attorney Scott at Lloyd LG has been notified.
