County lists all 5 parcels as M-1. Reality: only 3 are M-1 (184.45 acres), 2 are B-1 Business including Vision Baptist Church land.
Interparcel Connection Denied
Nov 13, 2025: Zoning Admin Brad Robinson denied administrative approval for connection between 67-3-4 (B-1) and 68-1-2 (M-1). Developer needs GDP amendment or public hearing.
Cemetery with Unmarked Graves
2017 rezoning proffer acknowledges "a fenced cemetery and unmarked graves outside of the fence." NOT disclosed in 78-page BOS packet. Planning Commission unanimously recommended DENIAL.
USACE Section 106 Adverse Effect
Site 44CE1019 (Boulware family domestic site) within permit area. Adverse Effect determination. Cultural resources surveyor is subsidiary of the development's engineering firm.
Forehand-Hourigan-Marchetti Overlap
Airlee developer Marchetti Development led by Joe Marchetti III (formerly President of Hourigan Development). BOS Chairman Clay Forehand now Regional Safety Manager at Hourigan Construction.
Comprehensive FOIA Filed
17-section FOIA request submitted Aug 17, 2026 to FOIA Officer Charles Culley covering parcel records, zoning history, proffer amendments, and BOS communications.
