Cobb, CZA (Certified Zoning Administrator) • Deputy Director of Planning at The Berkley Group LLC (bgllc.net) • Orange County's hired planning consultant for the full zoning ordinance update • The Berkley Group is a Virginia-based local government consulting firm The Berkley Group was contracted by Orange County to draft and update their zoning ordinance — including the Floating Technology District that is now at the center of the data center debate. Rebecca Cobb was listed as Orange County's planning contact in at least one public worksession memo. This means the County Administrator was not emailing a developer or lobbyist. He was emailing the county's own hired planning consultant and directing her to withhold a policy option — the 1% acreage cap — from the Board of Supervisors.
